Managing Unsupervised Apprentice Hours
In accordance with Prevailing Wage and Apprenticeship (PWA) requirements, apprentices must be supervised by a journeyworker while performing work on a project. Our platform identifies potential "unsupervised hours" by comparing the daily labor hours of an apprentice against the hours worked by their corresponding journeyworker.
How the Platform Identifies Unsupervised Hours
The system flags a day as having unsupervised hours if one or more apprentices work a different number of hours than their assigned journeyworker. This discrepancy suggests that for a portion of the workday, the apprentice may have been working without direct supervision.
Default Behavior: Toggle "OFF"
When the "Consider apprentices with unsupervised apprentice hours as journeyworkers" setting is disabled (default), the platform maintains the following behavior:

Dashboard Indicators: The Apprenticeship Ratio column will display a yellow badge (e.g., "1 day") to alert you to the discrepancy.

Compliance Status: The ratio requirement may still be marked as "Compliant" in yellow if the headcount ratio was technically met, but the specific hours remain flagged for your review.

Payroll Reporting: On the individual payroll report, a tooltip will appear over the flagged ratio when you hover over it, noting the specific date and the reason for the flag (different number of labor hours than the journeyworker).


What Happens When Toggled "ON"?
If you enable the setting to "Consider apprentices with unsupervised apprentice hours as journeyworkers," the platform will automatically adjust how these specific hours are treated for compliance calculations:

Reclassification: Any apprentice labor hours deemed "unsupervised" for that day are treated as journeyworker hours for compliance purposes.

Impact on Apprentice Ratio: Because the apprentice is temporarily reclassified as a journeyworker for those hours, it may cause a violation in your daily apprentice-to-journeyworker ratio requirement.

Impact on Labor Hours Requirement: These hours will no longer count toward your project's total apprentice labor hour percentage, potentially lowering your overall percentage for the apprentice labor hours requirement.
How to Enable This Setting
This is a General Setting managed by Project Sponsors.

Navigate to the Settings page.

Locate the General section.

Check the box for "Consider apprentices with unsupervised apprentice hours as journeyworkers".

Click Save.

Note: Toggling this setting "on" is a more conservative approach to compliance. It ensures that any hour not strictly matching journeyworker supervision is not counted toward your apprenticeship goals, reducing the risk of IRS challenges regarding supervision validity.
